ABOUT KIM

Kim consults with clients about governmental affairs, relations, and activities, and provides business development counsel to towns, municipalities, and clients across the United States.

Kim brings decades of experience in governmental affairs and business development to her consultant’s role with BSS Global.

Kim offers preventative education to clients through customized workshops and training designed to minimize or alleviate potential claims. Topics range from personnel management to law enforcement; open records and open meetings; assessment collections; and more.

She also has a wealth of experience with public finance and bonds, including short- and long-term debt obligations; tax increment financing; tax anticipation loans; public and private offering of municipal bonds; capital improvement revolving loans; and equipment lease purchasing; as well as bidding and procurement laws.

Kim has provided legal counsel for a number of towns and municipalities and supported legislative and administrative processes including litigation, contracts, opinions and ordinances and appeared before judicial, legislative, and administrative tribunals. Her roster of clients includes multiple towns and cities, school boards and county government.

Kim is a member of the National Association of Bond Lawyers and the International Municipal Lawyers Association, for which she currently serves as Mississippi Chairman. She also serves on the Mississippi Board of Bar Admissions as Special Counsel on its Character and Fitness Committee.

Kim received her Doctor of Jurisprudence degree from the Mississippi College School of Law and is an honors graduate from Tougaloo College where she received her Bachelor of Arts in Economics and Accounting.
